Flood gates were opened and people living down the river were not informed. I blame Nepal government and crooked officials and ministers for not being able to have a simple system of requiring a phone call before opening these flood gate. Because India knows Nepali politicians and officials and ministers are corrupted, they didn't consider the lives of Nepalese by warning them before opening the gate.
