The guy clearly said the U.S. government sent his Green Card to Nepal. That's untrue. You get your Green Card sent via mail upon your arrival in the U.S.
On topic, the guy might be speaking truth about whatever he's being ridiculed about. A lot of Nepalese get 'stuck' in the U.S. after having children. Also, it's true that the U.S. doesn't entice everybody, not just the elderlies but even a tonne of youths don't find the U.S. as an appealing place to live permanently. There are plenty of Nepalese who keep traveling back and forth without having settled in either place permanently.
