Why don't you FIRST hear the whole interview then make this posting. How do you know that the Ambassador didn't condemn the killings. You said NPR played only 20 seconds of the interview. I have never heard of only a 20 second interview. If after the whole interview he didn't condemn the killings, then he should resign. (This is the media's fault, but this is another matter) "implying that it was the fault of Nepalese that they were killed?" He stated the facts about them being illegal, then you draw this conclusion. Pretty naive.
