That takma looks like a part of convocation robes with 3 blue stripes and a round cap nothing more than that.
. It looks like in Nepal to give takma to all PHDs is a custom. Different countries have different ways of awarding degrees to different levels of education. To earn that, you need a degree thats it, I guess.
For eg, in bachelors degree, you don't get to wear that V-stole, only if you get masters degree. For me that takma is same as V-stole which you get after PHD.
