Non-resident Nepali (NRN) card cost $500+$20; isn't that a little too expensive?

 just thought the NRN card cost of $500 + $20 is a little too expensive. 
Most NRNs who have jobs or settled here usually only go to Nepal for less than/equal month/year. The Nepal visa cost is $ 40 for 30 days. 
since NRN card is valid for 10 years from the date of issuance, it would be about $400 visa amount. 
I understand with NRN card you can own property in Nepal, however for some people who have been outside Nepal it's not the primary objective of going to Nepal, or having to renew the NRN card is discouranging. 
Rather the whole process of connecting non-resident nepalis should have been inviting and welcoming.
I was curious about how they justify or come up with the cost of  $500 for NRN cards.
