nothing is built to last forever; the body gets scratched if you're careless. i used to have a 60D.. i took it with me on my bike tours, camping, field visits, etc. I didn't have any fancy/protective bag, just a holster that hung on my waist. That camera took the beating quite well. I used it without any problems in freezing temperatures, steaming hot-water springs, minior rains, etc. The base of the body used to come in contact with the zipper for the pocket on the inside of the holster every time i took my camera in/out but i didn't see any scratch or anything like that. You can't always rely on what people say online.

Quality? Are you talking about picture quality? Please refer to professional review sites for that, don't trust what people who bought the camera last week say; they probably don't know how to use the holy machine and instead are blaming it for bad pictures. You know how it is these days, teenage kids (and housewives) dancing around with DSLRs, but don't even know what aperture means. They are the ones who write  bad reviews. A fancy camera is not going to make pictures look good automatically, the person behind it needs to be skilled.
Enough jargon. 60D has excellent image/video quality, just check out the reviewes by professionals. If the new t4i has something radical that makes it's image output wayy better than 60D (also 7D?), i've nothing to say. But I highly doubt that's the case.

7D is obviously better of all, if you've got the money, go get it. if not, 60D is the next good one which is neck to neck with t4i. T3i and T2i are good, but they sound, and feel quite filmsy compared to 60D and don't perform that well.

if you're having hard time deciding, go to your local shop (walmart, target, etc probably carry them), and play with each for a while. get the one that feels good to you. seems like you're getting a DSLR for hobby/fun; any of the above mentioned camera is good for that.
