I don't go to UH so I don't know about the academics. But if he is going to stay in Alvin, UHCL is better choice because it's closer. UH downtown is probably 25-30 min drive from Alvin and if you ride bus (if there's one), it'll probably take about an hour. Why not live near UH downtown and go there?
