Well this email asks the media partners to submit two names so they can create free passes (or whatever)! Hence, if the media partners fails to provide those two names, then, its merely their fault! Besides, only two people can be covered as per the email. I am sure there'll be a lot people involved with each media agency, each person thinking they deserve the free pass :) lol... So, looks like a communication failure more than a failure to comply with promises!
