I wouldn't spend writing this long article just coz i meet some jerk in the license office, Well mine experience in License was just opposite of what the author had ,I had to give 3 times the written test ( as i just went reading some road rules from internet day before) ,i submitted by documents to elderely man and we had jokes about mountain "yeti" and more things ,i also met elderly women after i failed my first test and there was woman i had to submit 10 $ more for the new test  ,she was very nice and helpful .So conclusion is i think it's not about whole nation is like that ,it's totally individuals who may be on some medication or they like to throw their own problems on their work place to their customers.sorry about your experience .
