i read somewhere that nepali citizenship certificates were distributed to some 2.6 million indian people during the rule of NC in early 90's. nepali congress under girija prasad koirala no doubt is responsible for selling nepali citizenship and sovereign to india.  if investigate properly, g.p koirala is a criminal.
