Firstly, there is no doubt that marrying a citizen is easier for the spouse, from the point of view of immigration, than anything else. But about green card, it is not easy as well because if the wife is in neapl they have to wait quite a long period of time. But I would not compare H1 with green card because both of them have good and bad sides when compared to each other.
