I can't disagree with you on the fact that government should have planned it better. What they are doing is right, just the way it is done might be debatable. While I seriously doubt they would have succeeded had they gone diplomatic route in our country: pressure from political leaders, corruption etc would cause severe impediments in years to come. Again, I do feel bad for the homeowners.
