Red-tapism is a mess in Nepal, no doubt about it. It's almost impossible - and certainly not advisable - to get this type of work done without a lawyer. Lawyers are a dime a dozen these days and the legal fees are relatively nominal.The whole process, including govt fees (for most types of small businesses) should cost no more than Rs 12,000 -15,000 and shouldn't take more than a few days at most. The lawyers will do all the paperwork and running around and even apply for PAN/VAT etc. It's a different story for bigger businesses and businesses with certain types of licensing requirements (breweries, distilleries amongst others) but its not as hard as it was one time to register your own business in Nepal. Of course, lawyers, like the rest, arent very efficient in Nepal, and you have to be on top of your game with them but I suppose its easier to yell at one person than many :)
