No, nagarikta is your proof of citizenship birth certificate is different. You should have birthcertificate in Nepal, it is often reffered to as janma darta/ or janma darta ko pramanpatra. I had my birth registered at nagarpalika of my district. I got my nagarikta , birth certificate everything from nagarpalika.
