No you cannot. The debit card issued in Nepal works only in Nepal and India. You cannot make any other currency transaction beside NPR and IRS. If you have foreign currency account in Nepal and if your have debit card associated with that account  you may use the card internationally but if it is not the case you cannot use it for any foreign currency transaction.
