I dont think the relationship between NY DA and Obama AND Nepal's PM and Parsa DA are analogous. It is rather PM Bhattarai and Prabhu Saha. If Prabhu shah is spared inspite of having enough evidence to file a case, the first person to be blamed should be the PM.
Having said this, I still have some doubt that PM may have put pressure on DA (just giving some benefit of doubt to PM). DA may be too scared to file a case even without getting any pressure/direction from higher authority OR he genuinely thinks that there is no enough evidence. OR Prabhu shah has put a pressure not to file a case (that is equivalent to PM putting pressure,because after being aware of all the happenings he could ask Prabhu to resign or simply fire him which he has not done so far).
While, i am also hopeful of Dr Bhattarai, i just wonder how some people could blindly support every move of him or cannot hear a single word against him. Also you dont need to tag 'inept' to former PMs if you agree that someone has made compromise with many  evil forces.
