Back in 201-2003, SP Kharel was closely associated with terrorists/maoists.  He would kill innocent young people and declare it "encounter".  He wouldn't damage real maoists/terrorists in any way.  He used to help  Maoists capture land/property.

I don't know what happened after 2003, but it seems like power sharing difference.
