First of all this is a rumor. If you look at the website which has posted this news, it has posted this news under "transfer rumors."
It could be a true rumor though as Graham Robers has mentioned Rohit Chand in few of his interviews as one of the best player he is ever managed.
The process is long as crazynep mentioned earlier. UK rule states that any non EU player who wants to play in EPL must have represented their country in 80% of the national team matchesin a certain qualifying period (? 24 months). I am not sure if Rohit has done that. They also have strict criteria stating that the national side should be ranked inside top 80 (not 70 as crazynep mantioned). However, there was a case of the Chileian Player Mark Gonzalez, who Rafa Benetiz brought to Liverpool when the Chilein Team was outside top 80 (infact Chile was number 82 at that time).
If he is liked by the Harry Redknapp or Arsene Wenger, they can get him there but it would be a lengthy battle.
