You don't have to pay any visa issuance fee.You have to take labor permit else they may create problem at airport.I did that.Paid 6000 RS and got the work done in 2 hrs.The labor office is in Tinkune.I don't have the phone number of a guy who did my work but the guy appreance is bit fat with long hair.U may find him at entrance.The broker will take ur passport for a while but be with them :).
