I don't really agree with your thoughts. Education was never affordable to the majority of people so setting a bar or education qualification for a post is not good.  Sometimes experience counts more than education. That's why its called democratic .Its upto the people to decide who they want to vote for regardless of their qualification.
What are yo gonna acheive by having 5 internatinoal airports at 5 development region. The development region was long dead after 2052. And how are the airlines gonna fill the seats.  Yes airports with connection to the capital is necessary.
Now healthcare is important to people and they should be affordable to people but you can't just tell doctors and pracitioner what they should do ..That will be communism.
Schools are a necessity. The govenment should design the coursework in such a way that the education system utpo high school should be able for general people to get a day job.  Investing in free college and providing free college in every part is a very very bad idea and a poor country like nepal won't be able to afford it .
Enterprises should be able to run but giving a cut to run it is just bad idea, it will promote corruption and bad influence on people.  We don't need a socialist country.
