what is birta? who got birta? how the birta system worked? -> It's all ruling class bahun-chhetri stuff. Those poor bahun-chhetri from remote and sub-urban area were also elligible if they were good enough in the chakadi game. Sure, not all could get the birta. You support it or not, the birta system was nourished by ruling elites to benefit bahun-chhetri group in the castiest Nepal. Otherwise why those 107 (assuming 109 cast exist in Nepal) cast groups did never get birta?
Also, birta system and corruption culture is interlinked, which you can find in politicians like vat-mohan-adhikari. Just see UML led govt's artha mantralaya is vat-mohan's birta, whether he get elected, nominated, or pulled up. You go and figure out.
