It was Khas-dominated panchayet that allowed "hindi geet ko karyakram" almost 4-8-hours a day in the only and only one Radio Nepal. It allowed broadcasting "hindi cinema" every weekend at prime-time in only and only one Nepal Television. It played "english pop music" - I think it was Sunday-POP (or something like that run by famous Michael Chand in Radio and Bhusan Dahal in TV), which exposed and connected the young generation to southern and western world. 

At the same time, there was just 30-minute long "Fulbari karyakram" in a week for the rest of nepalese language program, just hardly enough for only one newar song, one maithilii, one bhojpuri, etc. People who demanded more radio and TV time for the domestic Nepalese non-khas program were treated as if they were demanding the thrown of the king. They were brutally treated. The same dominating policy of "one-language-culture only" adopted by panchayet system was continued in the multi-party system, which was led by Khas-bahuns of Congress and UML. Both parties are radical supporter of "one-language" policy. They reinforced the policy by curbing autonomous right of local bodies and making the local bodies disfunctional for a long period. They also did not help promoting other languages in media and education but kept throwing sugar-coated words to please their non-khas followers. Maoist came differently promising more right and commitments to non-khas mass but they are also indifferent to Congress and UML in practice. Thus the "khas domination" is still wild and unchecked in Nepal. This brutal khas domination definitely has taken away non-khas to elsewhere and the result is gradually coming out.

The outcry for so called "Nepali" (which is actually khas domination for majority of Nepalese mass) does not touch many nepalese these days. The word "Nepali" means "khas" unless they recognize and include the diverse community of Nepal to mean it collective representation of Nepal.
