There is no direct path for your friend to get a green card unless the primary becomes citizen. As of now primary can file I-130 which will be approved within 6-12 months but getting I-130 approved does not mean that your friend can come to us or will get the green card right away cause there are lot of people awaiting before your friend, as us only issues certain number of visas per year for that category. So approved I-130 is just a confirmation that he/she will get the immigrant visa once its his/her time cause its based on first come first serve basis and yes as per per country quota as well, so Nepalese may enjoy benefit over other countries with high population.
