The blame should go to pahaadi politicians, because they never tried to support a strong and genuine local politician from Terai region. All they wanted was someone having Terai/Madhesi face, who could be their puppet in serving the political interest of pahadi politicians. This has been the trend of Terai politics in pre-panchayat, panchayat, and post-panchaayat. Thus the Terai/Madhesh politics was the politics of "Chakadi/Chaplusee". Now those Terai/Madheshi leaders have found that "Delhi" is more powerful than "pahadi politicians", so they have started to kick hard against "pahadi politicians". That is it.

For example, Matrika Yadav, he is arrogant, hot blooded and emotionally charged man,  but he could be a strong Terai/Madhesh leader, who does not compromise on national issues, love the country and does not put himself on sell. I do not support his political belief, but I respect how he remains  on his opinions rigid unlike other leaders who change their opinions in every occasion. Now, see where he is now. As soon as he stopped serving the interest of his pahadi leader, he was brought down and kicked out from mainstream politics. 

Other Terai/Madhesh leaders, for example, Upendra Yadav, Bijaya Gachchadar, Jayaprakash Gupta, Mahantha Thakur; all of them earned their political seniority in Terai/Madesh by leaking pahadi leaders' boot.  They mastered in bargaining skill due to the nature of pahadi leaders, and now, after finding Delhi support (if that is true), they have been much harder to handle for the pahadi leaders.

Some other Terai Madhesh leaders, like Hridayesh Tripathi, Rajendra Mahato, Sarita giri etc. were gaining political height by doing "chamchagiri" for pahadi leaders for a long time, and they are doing that now too but in a different way. No matter how loud they cry for Terai Madhesh, I never get convinced that they are genuinely working to uplift Terai/Madhesh people. To keep them politically relevant, they can align themselves to any group.
