Let me start what happened...

My brother recently went to interview for student visa, but got rejected because he had got the DV in 2008 which he did not know about until the consular told him about it. When he googeled it, he found out that the PO Box in the DV result matched with the company he used to work before, but no one bothered to give him the letter or even tried to tell him about the DV letter.

Now, there are two issues:

1. Is he gonna get the student visa, if he applied again?

2. Is there any way to open the file of 2008 DV lottery, giving some appropriate reason?

If someone has gone through the same situation, good advice is appreciated.
