i've found no other solution.. lots of people talk about it but no one knows the solution except to wait for ever.. so many people have read this article but no one cared to write anything.. you might find it intersting but according to the tier III list Nepali congress is a terrorist group... this author is right, some are successful filing for mandamus while others are not..
