I-20 expiring within a week............

May be I don't understand the situation correctly but I don't get why he is trying to transfer now, given that his I-20 is expiring in a week and it is highly unlikely that he will be able to find any college and get a new I-20 issued in a week. Why doesn't he just get a renewed I-20 from his university, take the summer off and then take 12 credits of random classes in the Fall and take that one class in spring and then graduate. If the issue is that the tuition for Fall at the University is going to be huge compared to a community college, I think he should just try to borrow money and deal with it. After he graduates in spring, he can start working full-time and pay the debt off. Also, to me it doesn't make any sense why that college is demanding that he take the test. If he has a copy of his TOEFL score, he could try to show it to them and see if they can waive that requirement (I know his TOEFL score has already expired but it might be worth trying). I am sorry if my comment doesn't help your friend. Hopefully, other people will have good suggestions. Good luck to your friend!!
