I think what the article is trying to say--in my opinion-- was that in some aspects, Jung was better than Bhimsen himself (of course not in all aspects). For example, Bhimsen Thapa lost land in sugauli sandhi, but he didn't even resign or took any moral responsibility. He called himself 'general' and wore French tunics. Jung bahadur, afterall, is the only prime minister after Sugauli Sandhi who actually brought some land back, and managed the border. thulthulo rashtrabadi guff dheraile die pani border management or gumeko jagga firta garaune sawalma no body has beaten Jung Bahadur so far. Junge was wrong in starting jahaniya rule, but if rashtriyata is the only criterion to judge, few PM can beat him. That's how historians , such as Dr Dhungel, Dr Rajesh Gautam, Dr Triratna Manandhar etc judge him and that makes sense to me too.
