Don't blame JOE OR JOSE.  Lets suppose JOSHI LEGAL wants to hire a contractor, who has A better chance to get hired, JOE OR JOSE.  Of course, JOSE.  JOSHI wants to save some money and he doesn't care about anything else beside benefits he would get for himself. IF JOSHI hires JOE, THERE WOULD BE NO JOSE. So, blame JOSHI LEGAL.
