Hey Jawan1999,

First off all, let me congratulate you on getting through the preliminary application process. If you see there is a charge on your card, you've been deemed ok to apply for Canadian Immigration. Yes, they don't send the paperwork but write to you via e-mail. Once you see the transaction on your card; Sydney, Canada office will directly send your application to Visa Office you mentioned in your initial application. I suggest start collecting your supporting documents because it will take some time and you've to submit your complete application within 120 days. As for the e-mail, you'll have to call Sydney,Canada office because they give you an application number which will be your future reference number when it comes to your application. You'll need this refernce number all the time to make inquiry about your application. For now I would suggest you to take a breather and wait few days for the e-mail. If you don't get one then call the Sydney,Canada office.

Copycat: They have changed the application procedure. You need to send your preliminary application to Sydney, Canada. No they do not take money unless you meet certain requirements, in that case they return your application. But yes, once they have deducted money, it means you passed the preliminary application process and you'd have to get on to second stage that is gathering and sending complete application packet to Visa office mentioned in the initial application.

I don't know much but Iam telling you from my experience since Iam in the process of sending complete application package to Buffalo office.

Best of luck to Jawan1999.
