$4/Passport = Deceit !!
Also, I have read other party were ready to give @ ~ $3.00/ Passport (do Confirm earlier News Article...)
Point to be noted: This letter is Dated December 4 2009!! (and THE TALK in MEDIA Started COMING around WHAT JAN END??] Also if anyone try to find out when was Actual TENDER was CANCELED by DoFA?
