to add to that, any UC will do great. UC Berkeley(berkeley.edu) is obviously up there in the top 5 in States, UCSD (ucsd.edu) and UCLA(ucla.edu) are i beleive in top 20 -25 in the states. i beleive UC irvine(uci) is pretty good for cs as well.
university of texas , austin (www.utexas.edu) is also pretty good in engineering field, but i dont know if they specialize in cs.
among the private ones, carnegie mellon (http://www.cmu.edu/index.shtml) is one of the top universities in the world for cs program, along with stanford(stanford.edu), caltech(caltech.edu) and MIT( www.mit.edu).
about funding, i dont know exactly, but i believe it is easier to get some kind of aid in private universities than the public ones if u are an international student.
