It would be ideal to have a self sustaining democratic virtual community but there are many variables that do not make it possible.

For example, one user can register multiple usernames and flag off anyone he/she doesn't like. There is no way you want to be monitoring who is who. Who knows if there are 20 users from same college showing same IP address? It would be ideal but it's not feasible. So in the end, the admin has to make a decision that is the best for the site's goal. If a users shows continuous disregard for the policies and common sense rules on etiquette, then a ban has to be placed on the username, and if escalated then to an IP ban, and even other more detailed ban structures if the user is more resourceful and determined.
