If something is missing or done in a wrong way, THE USCIS will send your application back stating the ERROR made on the application but will not reject any application just because of incomplete documentation.
For eg. When I applied it back in 2007, the first time I had applied, they sent back my application because the amount I put on the Check, "4" looked like a "9". Then I sent them the corrected one and I got approved.
