When I worked with the Handicapped people back in Nepal 9 years ago, they used to call them "mentally retarded." The term eventually didn't sound appropriate to call these particular group of people who are also a part of the human society.
Then we started to look for the better and respectable term. Which was "Mentally disabled people" and/or "people with learning disability." To my knowledge, I think it is more suitable "intellectually incompetent." It is just my opinion.
As long as medical treatment, it all depends the history and case of a patient. We have to go case by case. Some may be treated and cured (perhaps in their early age) with a lengthy process of therapy, some may not be cured.
