I think RMIT and USyd are well regarded but it really depends upon your research interest. Consult the USnews rankings.
I think the fundings are state monitored in Aussie unis but am not sure, it might be a bit harder to come by than US unis. Most unis there want you to consult with a professor whose research interest matches yours before applying (assuming you are applying for research masters). You could start by writing to profs and talk about funding and such with em.
