It all depends on "When did you apply?"
If you had applied before Feb 28th 2008, and they say rejected, it means your money's gone.. no refund.
If you have applied between Feb 28th and Nov 28th of 2008, and your claimed occupation does not fall under the 38 high-demand occupation list as announced by Immigration Minister Kenny, then you will certainly get your refund.
