I would recommend you to opt for Alberta. You are never sure when you will laid off. The advantage of PR is, you don't have to worry about your status any more. Also after 3 years you will have option to apply for citizenship. Once you get your citizenship you can always come back to USA and work under TN visa. I think spending money on education simply to maintain status in not a good idea.
People in Nepal believe in "Halla ko kheti". They don't know anything about free health care in Alberta, good education system, and safe environment in Canada. Yes it will definitely be diffiuclt to get job in Canada with Nepalese certificate. If you have American experience and education then why do you worry about finding job ? Are you that bad at communicating, or marketing your resume ?
