FBI Police Clearance does all the work. Get the papers from Office Depo or local police station  for finger print and send it to FBI. You don't have to get 10 different police report from each state. Actually it is very simple process and if you read the instructions, it explains everything in detail.

You will require to submit state clearance certificate. This is a new rule recently introduced. New applicant applying from USA must submit State clearance certificate from all the states where he/she had resided for more than 6 months since his/her 18th birthday.
