Key is to show the strong ties between your dad and Nepal. You mentioned he is retired. That could be the hurdle because one of the main ties a person has to the land is his/her job. So if that can be resolved, he stands a better chance. In addition, do you have siblings? If they are young and still live in Nepal, that could be a plus.
