"Kaushal" Niraula

I know of a guy named Kaushal Niraula, but I am not sure if this guy(in picture above, who is the accused CON as the SF WEEKLY Claims) is the same guy who lived in Kupondole  or (somewhere between Pulchowk and The Bagmati Bridge).

Until amd unless,  I am dead sure about his identity, I will give the Kaushal Niraula, one that I know, the benefit of doubt
