Policies and plans themselves were always nice, even in the panchayat era; whether one can implement or not is the main thing, Birendra talked about reaching asian stardard by 2000 but the country became one of the poorest in the world by 1990. It needs to be seen how the messihas of destruction and opposition will do something constructive of that scale.
