Should VOIP be legalized in Nepal?

I heard that NTC recently raid at the place in Kathmandu where they were operating VOIP service in Nepal. According to NTC, VOIP is illegal in Nepal. But all the calling cards that people leaving outside Nepal are using, in some way use VOIP else calling from USA to Nepal should be way more than 10-20cents per minute. If NTC started raiding these VOIP services in Nepal then it will be harder for people living outside Nepal to make calls to Nepal. The reason I heard so far for not legalizing VOIP is, it will effect NTC business. So, my question is, is it fare? This is age of technology, NTC or government should not restrict any technological improvement. If its hacking someone else's credit card over internet or identity thief then I would consider it as illegal but using internet to make cheap phone calls should not be illegal. And if NTC think it will impact their business then NTC should provide better reliable cheap service and COMPETE. I think there should be open market and competition and should not be restriction over technology.


Since I am in tech field, I feel bad when I hear these news ....


Any thoughts? Do you really think VOIP is any kind of thieft or any illegal activity? I think its good cheap way to communicate.
