Alright! I guess u should have Health insurance if u r enrolling at the university. Then your Health insurance should bear most of the expenses. Here, it is unclear that $14000 is due after the insurance coverage or without coverage. Most of the student health insurance has 80/20 or 60/40 coverage. It means that of the total bills either insurance will cover 80% or 60% of the  bills and u need to bear the remaining percent of bills.

        If you talk to their hot line service/costomer care about your economic condition and not able to pay the bills. then they might give you the other options. options in the sense that, they made you contract to volunteer in the church for certain hours or do the community service. But, keep on mind that your volunteer activity will only cover the bills of service provided by hospital and medicine. It won't cover the doctor/nurse fee.
