They should Hire New People & suspend those people who do not follow the rules. This way more employment will be generated and the existing employees will be forced to follow the rules.

If the people think that the government have to fulfill their demands, then as a good citizens, the people have to follow the rules & regulations too. Prosperity andnepal developement of a country is the responsibility of both the government and the citizens of that country cause as the citizens of a democratic country...... JAI NEPAL
