We dont lack any rules and regulations at every sector, however the main problem is enforcement of those rules. PADT (Pashupati Area Development Trust) has full authority to manage the Pashupati area but it also acts like political institution with many political appointees who are non other than "aaure baaure dhupaure" of ruling party. I agree with your points. I dont oppose to Indian priests if they are capable to do the best job and IMO religious tourism (As most VIP and wealthy tourists are from India for worship purpose) can be strengthen even with appointment of indian priests. My only concern is " The income from Pashupati should be used for development of Pashupati, not for Bhattas and bhandaris"

Anyway I always respect Rahulvai dai's story/poem with few exception of biasness.
