From the 3rd-last paragraph above:
"The Journal said that according
to its research, $10 billion investment in broadband networks to
provide high-speed Internet access to areas that lack it, would create
498,000 new jobs in a year"

Let's see what this breaks down to:
$10 billion divided among 498,000 new employees = $10,000,000,000 / 498,000 = $20,080 per person.

Is this article stating that 498,000 people will be employed in the IT sector with a pay of $20,080 per year. At least for the first year one has to assume that there will be no significant profit that could be used to pay salaries.
Please note that I am assuming that all of $10 billion is used for paying salaries of new hires only.

This means there would have to be separate fund for investment into infrastructure and consumer durables needed by the new employees to work with.

I will be glad to learn if anyone here interprets it differently or can make sense of the numbers.
