Lets Talk Politics: Federal Republic of Nepal

On May 28 2008 the Constituent Assembly(CA) of Nepal overwhelmingly voted to declare the Federal Democratic Republic of Nepal putting an end to a 240-year history of the Shah Dynasty. Is our transition from (Constitutional) Monarchy to Federal Democratic Republic the solution to all problems our homeland is going through unless the leaders of different parties are loyal and diligent to the nation?

At present we only have replaced the King by the President (and Vice-President), combined the House of Representatives and the National Assembly into the Constituent Assembly (only increasing number of salaried personnel). However, the structure of cabinet of ministers and political divisions of the nation remain the same.

Lately I have been thinking if it would be better if we introduced 'state' system in Nepal. Lets say we convert 5 development regions into 5 states, keep the district systems and abolish the zones. Here is what I think the government should divide Nepal:

1) Head of State: President
2) Head of Government: Prime Minister
3) Central government headed by PM resides in the capital city Pokhara or Chitwan (Let Kathmandu breathe some fresh air)
4) 5 States (named after one of the zones) and 75 districts (no zones)
5) States headed by Governors and formulate their own laws
6) 75 districts headed by CDOs and each districts divided into municipality and VDC (like in present system)
