BRO,There is one more way you can try. However, there is no gurantee....but I have seen some positive responsesin cases.....go to your US Senator's/Representative's office and explain them every thing. Even though you're a foreigner they have to/will help you out because you pay your college tuition fees and living expenseand every thing associated with it--basically prooving the fact that you're the state's resident--at leasttemporary. Like someone suggested above, make a nice and emotional story based on your true incident and appealat their office. They will forward the case to the Senator in DC, from where the appeal will go to the US Enbassy in Kathmandu. The Embassy in KTM will respond back to the Senator's office with an explanationindicating why they rejected (i guess u already have it, but they will elaborate more), and what do youneed to do (submit additional documents or ways) in order to be able to get the visa. In addition to this, you have to be able to convince the Senator's office that your wife really wants to pursue a higher degree and that both of you will return back to Nepal after completing your studies (you have to gather diffreasons to support this theory though---like properties, economic, financial, cultural ties with Nepal; emotional tieslike your parents are there and need to be taken care etc ----just whatever you can bring in that makes sense to them).If you do this, the Senator's office will also write a recommendation letter on your behalf.  When they hear back from the Embassy, they will contact you and explain you the situation. If you/ your wife submit/s all thingsthat the Embassy has asked for along with the senator's letter, your wife might be issued a Visa. However, like i said above,there is no guarantee on this either......but of course you will get to know what documents/things you need to submit and you willhave the Senator's letter, which will have a big plus point.....and the Senator's office will let you knowbases on the response from the Embassy what chances your wife has if she reapplies.  But be sure to have a strong realistic story based on all facts when you go to the Senator's Office.All the best bro to you and to your wife.Happy Tihar!
