I think, this is not a racist topic to discuss. I see this report as an important proof of unequal development and the result of ethnically-biased regime (not only the past, but also the present) in Nepal.

It might sound a little bit offensive to majority of educated Tamang brothers and sisters, but one can not deny the data and statistics that reveal the involvement of huge Tamang mass in criminal activities. The other important point to note is that most of those crimes, in which Tamang people are involved, are basically motivated by negligible monetary benefits. For example, one may smuggle a sister from his village for 3000 Rs to a broker, who earn 30000 or more in India. In some cases, people help in crimes just for having free drinks or a wrist watch or some small gifts.

If you add up the total monetary benefits that has motivated Tamang people toward the reported crimes, it would be surprisingly lower than the monetary benefits you can see in other crimes in government/non-government sector where non-Tamang (mostly Bahuns, Chhetris, Newars, Yadavs, Ranas, Shahs etc.) people are involved. Total of all Tamang's crime-benefits would be only a tiny percentage of a single Lauda air scandal, forget the rest. This single fact tells a lot.

Tamang people live in the outskirt of Kathmandu valley almost in a miserable condition. They are so close to  every modern facilities available in Kathmandu, but are never in their reach. The thirst of making a little money and enjoy a bit of their life (mostly in drinking good volume of alcohol, smoking cigarrette, purchasing a few ornaments to their family members, pay back loan of their Gaauu ko Sahoo, or, have a Zinc-plated Steel-sheet roof) is what encourage them to move on to small scale crimes. But due to their poor education level and straightforward nature, they are always the first to be caught by police, to be showed up in records, to be photographed with a big tag on chest and to be published in the newspaper. Had they got equal opportunity and support to develop, to educate and to have sustained earning, I think, Tamang people would be the last one to move to any criminal mindset. They are so honest and down-to-earth people, who rarely flee from their responsibility in any adverse situation.

So, let's blame to the unequal and enthically biassed regime instead of bashing the topic as if it is a shit. Let's demand the new regime to be free from the similar mistake. Let's make sure the ethnic favourism that plagued our society do not repeat again at any cost.
